The Extension of the Central Crude Oil Tank Farm Nelahozeves

In July 2000 MERO ČR, a.s. won the tender in respect to providing sufficient crude oil storage capacity required by the European Union as one of the access conditions.

A brief history of the preparation and construction phases of the project

 

1999-2000

At first the planning permit to build 8 tanks, each with the capacity 100,000 m3, was issued after the planning permit procedure completion. Then the scope of the project changed and a building permit for 6 tanks, each with the capacity 125,000 m3, was issued in June 2000.

In the second half of 2000 a competitive bidding was organized and the contractor responsible for the construction was selected in December. METROSTAV, a. s., Division 3, Praha immediately started to prepare the site for the construction.


2001

The first phase of the construction began in March, consisting of ground shaping and foundation building for H21, H22 and H23 tanks.

Upon closing of competitive biddings METROSTAV, a. s., Division 7, Praha was selected as a supplier of machinery and technological equipment and ČKD PRAHA DIZ, a. s. as a supplier of electrical material and equipment.

In August the erection of H21 tank and a month later of H22 started.

2002

The construction process continued by building an underground pipeline network, access roads, fences and building shells of the individual service and technological systems. In August, tanks H21 and H22 were installed and hydrostatic tests of these tanks were successfully carried out from September to November.

The erection of H23 tank was completed at the end of the year.

2003

The first half of the year was spent painting the tanks and installing all the supplementary equipment and facilities including the service block and the water distribution system. In July, the water distribution unit was put into operation after a test run. The first phase of the project was completed.

A month later, tanks H21 and 22 went through the test runs and were put into operation. In autumn, efforts were made to speed up construction of H23 tank. H22 tank was completed 2 months earlier than expected.

2004

In January, tank H23 was tested and put into operation. In March and April, H24 tank went through a hydrostatic test and it was put into operation in August 2004. Thanks to implementation of this investment, the Central Crude Oil Tank Farm Nelahozeves attained the total storage capacity of 1,300,000 m3 of crude oil.

Further Extension of the Central Crude Oil Tank Farm Nelahozeves – Construction of Tanks H11 and H12

2005

Based on Addendum No. 10 to the contract concluded between the State Material Reserves Administration of the Czech Republic and MERO ČR, a. s., providing for the protection of the state emergency reserves and signed in 2005, a public tender was launched in respect to the supplementary Extension of the Central Crude Oil Tank Farm Nelahozeves 2 – Construction of Tanks H11 and H12.

All preparatory work for this important construction was completed in 2005, including geological surveys, drafting of production- and installation-related documentation of steel tanks and project implementation documentation concerning related operating structures and construction and engineering facilities. A valid building permit was issued as well.

This project was a continuation of the Extension of the Central Crude Oil Tank Farm Nelahozeves – Construction of Tanks H21-H24 implemented from 2001 to 2004 in 4 phases.

The 3rd and the 4th phases received the final approval in 2005 after their successful test runs. Completion of the 1st and the 2nd phases has already been approved in 2004.

2006

In the first half of the year a public tender in respect to the construction of the Extension of the Central Crude Oil Tank Farm Nelahozeves 2 was carried out according to Act No. 40/2004 Coll., the Public Procurement Act.

The public tender concerning implementation of the above Extension 2, Construction of the 5th and the 6th Phases – Tanks H11 and H12, was closed in June 2006.

The tender was won by the association of companies Metrostav a. s. Praha and ČKD Praha DIZ a. s. becoming thus the general supplier of the construction.

The Contract for Work Performed was signed at the end of June 2006. Construction work started in July 2006.
Construction is expected to be completed within 25 months.
